Virginia Weatherization Assistance Program (WAP)
The Virginia Weatherization Assistance Program (WAP) was established to increase the energy efficiency of residences, reduce the energy burden occupied by low-income persons and families with children, while ensuring their health and safety. The WAP is funded by the Department of Energy (DOE) through the Virginia Department of Housing and Community Development (DHCD).

Note: The WAP regulators prohibit the installation of storm windows, storm doors and the underpinning of any type.
Applicants:
Individuals wishing to apply for WAP must submit an application for service and must meet eligibility requirements as set forth by OMB Circulars Poverty Guidelines, they must provide proof-of income, proof of ownership (if it is a home-owned dwelling); obtain landlord permission (if dwelling is a rental unit).
Note: Owner-occupied units will receive precedence over rental units.
