Virginia Weatherization Assistance Program (WAP)

The Virginia Weatherization Assistance Program (WAP) was established to increase the energy efficiency of residences, reduce the energy burden occupied by low-income persons and families with children, while ensuring their health and safety.  The WAP is funded by the Department of Energy (DOE) through the Virginia Department of Housing and Community Development (DHCD).

The WAP program offers energy conservation and health and safety measures that include but are not limited to:

  • Heating safety and efficiency checks, heating system repairs and/or replacement
  • Sidewall insulation installed using the dense-pack method where applicable
  • Attic insulation installed to program specifications
  • Air infiltration measures to alleviate heating and/or cooling loss

Note:  The WAP regulators prohibit the installation of storm windows, storm doors and the underpinning of any type.
