Weatherization Assistance Program (WAP)
The Virginia Weatherization Assistance Program (WAP) was established
to increase the energy efficiency of residences, reduce the energy
burden occupied by low-income persons and families with children,
while ensuring their health and safety. The WAP is funded by
the Department of Energy (DOE) through the Virginia Department of
Housing and Community Development (DHCD).
The WAP program offers energy conservation and health and safety
measures that include but are not limited to:
·heating
safety and efficiency checks, heating system repairs and/or
replacement
·sidewall insulation installed using the dense-pack method where
applicable
·attic insulation installed to program specifications
·air infiltration measures to alleviate heating and/or cooling loss
Note: The WAP regulators prohibit the installation of storm
windows, storm doors and the underpinning of any type.
Applicants:
Individuals wishing to apply for WAP must submit an application for
service and must meet eligibility requirements as set forth by OMB
Circulars Poverty Guidelines, they must provide proof-of
income, proof of ownership (if it is a home-owned dwelling);
obtain landlord permission (if dwelling is a rental unit).
Note: Owner-occupied units will receive
precedence over rental units.
The process for assistance is as follows:
·Applications
are received from applicants by the housing staff and reviewed
to determine qualification or non-qualification for program
assistance. (Note: Applications can be obtained by visiting
18 South Main Street-Chatham, VA or they can be mailed to
prospective applicants by calling (434) 432-9380.
·Applications
are then prioritized using the following prioritization process:
·
Elderly
·
Individuals with disabilities
·
Single-family/families of households with children
·
High energy user dwellings
· Owner-occupied dwellings
Applicants are then placed on the
program waiting list due to the volume of Weatherization requests
·Applications
received (Note: Assistance for the program is based on a
first-come, first-serve
basis)
